Phnom Penh is Cambodia’s main urban transport hub, but the practical map changed when Techo International Airport (KTI / VDTI) replaced the old Phnom Penh airport for commercial operations. A good Phnom Penh arrival plan now starts with the new airport south of the city, then connects that airport to the riverfront, Daun Penh, BKK, the Royal Railway station, operator-specific intercity road offices, and the city-bus network.

The city has no urban rail subway system. Most visitors move by app tuk-tuk, app car, taxi, city bus and walking inside compact central districts. The first rule is simple: check the airport code. If a current ticket says KTI, plan Techo International Airport south of Phnom Penh. If an old guide, hotel email or map result says PNH, treat it carefully because commercial operations moved to KTI in September 2025. Air Cambodia’s own notice says the former Phnom Penh International Airport was completely closed from 00:01 on 9 September 2025 and all Air Cambodia flights were redirected to KTI from 08:00 that day. The second rule is to match the first transfer to luggage and arrival time. The Airport Express Bus is the cheapest airport transfer if the stop pattern works and the traveler has time. Grab, PassApp, WowNow, standard taxis and private transfers are better for late arrivals, hotels away from the bus stops, families and heavy luggage. The rail station is central enough that many city hotels are a short app ride away. Intercity road offices are scattered, so copy the exact operator branch from the ticket.

Best first transfer

From KTI to central Phnom Penh, choose between four practical options. The Airport Express Bus is the budget option. App car or app tuk-tuk is the flexible option. Connection buffer

Do not plan a tight KTI-to-rail or KTI-to-road connection. The airport is far enough south that Phnom Penh traffic can make a transfer unpredictable. Leave at least three hours between scheduled landing and an intercity departure if luggage and immigration are involved. For an early morning flight, book the car the night before or start with the first Airport Express Bus only if the timetable clearly protects the check-in deadline.

For road services to Siem Reap, Kampot or Ho Chi Minh City, confirm whether the operator leaves from Road 106, Street 47, Russian Boulevard, another company office or a hotel pickup point. Phnom Penh is not a city where “the bus station” is enough information.

Techo International Airport (KTI)

Techo International Airport is Cambodia’s new main international gateway for Phnom Penh. The official airport site describes it as Cambodia’s newest main gateway, approximately 20 km south of Phnom Penh, serving as the country’s primary airport. Airport Express Bus

The official KTI public-transport page says the Airport Express Bus started from 9 September 2025 and is operated by Phnom Penh City Bus under Phnom Penh City Hall guidance. It runs daily from 05:30 to 23:30. Route 1 runs from Kouch Kanong Circle bus stop along Monivong Boulevard, over Morodok Techo Flyover, onto Samdech Techo Hun Sen Boulevard and to KTI. Route 2 returns from KTI to Kouch Kanong Circle.

The airport’s transport page lists standard taxis and app-based services, naming Grab, WowNow and PassApp, and gives an approximate fare of $10 to $20 depending on drop-off location. That is the best official-style range to put in the article. It should be framed as an airport-to-city planning range, not a guaranteed fixed fare.

Real transfer time varies heavily. For central hotels near Riverside or BKK, plan roughly 45-90 minutes depending on traffic, time of day and whether the route uses Hun Sen Boulevard efficiently. Rail booking workflow

Use Royal Railway first for official booking and station information. Use MPWT for government route context and Cambodia Train Guide or Baolau for English-language planning clarity. Rail in Cambodia is scenic and useful, but not always the fastest option. For Sihanoukville, the train can be comfortable but takes longer than the fastest road service. For Battambang and Poipet, check the day of operation before building a fixed itinerary.

Arrive early at the station. Phnom Penh’s central rail hub is easy to reach by app ride, but ticket checking, platform access and luggage loading can still take time. For central movement, the 1,500 riel fare is extremely cheap, but route choice and walking distance matter. How to pay and plan local rides
