Santos is a coastal transport hub where the first question is rarely “which station?” and almost always “which São Paulo airport, which road descent, which terminal, and how close is the hotel to the beach, port or VLT?” The city has Brazil’s most important port complex, a major long-distance road terminal in the historic center, a light-rail network through the Baixada Santista, municipal buses, regional buses, ferries to Guarujá and constant taxi/Uber demand from cruise passengers, beach visitors and business travelers.
Santos does not have a major passenger airport beside the city. Most visitors arrive through São Paulo’s airports: Congonhas (CGH) for many domestic flights, Guarulhos (GRU) for international and long-haul flights, and sometimes Viracopos (VCP) for Campinas-based flights. From any of them, the trip to Santos is a real regional transfer down the Serra do Mar, not a quick city hop. A direct car can be easiest with luggage, while buses via São Paulo terminals can be cheaper and more predictable for solo travelers.
The main long-distance road terminal is Rodoviária de Santos at Praça dos Andradas, 45 – Centro. Santos city and CET Santos list that address and terminal phone references; Busbud and other ticketing sites show the same central terminal. The VLT da Baixada Santista is the city’s fixed urban rail-style system, connecting Santos and São Vicente. There is no ordinary intercity passenger train from Santos to São Paulo or Rio for travelers today. Rail in Santos means the VLT and port/freight heritage, not a passenger train up the mountain. For São Paulo, use bus, shuttle, taxi/Uber/private transfer or rental car. For Guarujá, use bus, taxi/Uber, ferry or private car depending on luggage and exact hotel.

Arrival Strategy
If You Land at Congonhas
Congonhas is often the most convenient airport for domestic flights to Santos because it sits on the south side of São Paulo. That does not mean it is “near” in city terms. A CGH-Santos transfer still requires crossing metropolitan traffic and descending the highway system to the coast. The easiest plan with luggage is a direct car, taxi/Uber-style ride, private transfer or a booked airport-to-Santos bus/shuttle if available for your date.
CET Santos lists operators and destinations from Rodoviária de Santos, including Expresso Luxo and Cometa references for Congonhas / São Paulo-area connections. That is important because some travelers can use formal bus links rather than paying for a private car. If you arrive at CGH in daylight and are comfortable with terminals, compare a bus option from the airport or from São Paulo’s Jabaquara side with a direct app quote.
Use a direct car when:
- You arrive late.
- You have cruise luggage.
- You are traveling with family.
- Your hotel is in Gonzaga, Ponta da Praia, Boqueirão, Embaré or José Menino and you want door-to-door arrival.
- You need to reach a ship, port gate or meeting on time.
If You Land at Guarulhos
GRU is the main international airport and can be a longer, more expensive road transfer. A direct ride is comfortable but should be priced before travel. A budget route usually involves airport transport into São Paulo, then a bus from the correct São Paulo terminal to Santos. Many Santos-bound buses from São Paulo use Jabaquara logic rather than Tietê, so do not assume any “São Paulo bus terminal” is correct.
If you land after an international flight, be realistic. Immigration, baggage, São Paulo traffic and the Serra do Mar can turn the transfer into a half-day move. If the goal is a cruise departure, arrive in Brazil the day before when possible.
If You Arrive by Long-Distance Bus
Rodoviária de Santos is central and practical. The official Santos city page lists the terminal at Praça dos Andradas, 45 – Centro, with phone reference 3213-2290. Busbud lists the same Praça dos Andradas 45 address, and CET Santos lists many destinations and operators. This is the correct arrival anchor for most bus travelers.
From the terminal, choose final transfer by hotel zone:
- Centro / Valongo: short taxi/Uber or sometimes VLT/walk in daylight.
- Gonzaga / Boqueirão / Embaré: taxi/Uber or municipal bus.
- Ponta da Praia / ferry side: taxi/Uber, local bus or VLT plus bus depending on route.

The critical detail is the São Paulo-side terminal. For many São Paulo-to-Santos routes, Jabaquara is the classic intercity bus terminal. If starting at GRU or CGH, check whether the airport has a direct service to Santos or whether you must connect to Jabaquara, Tietê or another terminal. Do not buy the cheapest São Paulo ticket before confirming the departure point.
São Paulo Airports to Santos by Private Transfer
Private transfers are the comfort option. They are best for cruise passengers, late arrivals, families, travelers with surfboards or heavy bags, and anyone staying far from Centro. Kupi’s Santos arrival guide describes São Paulo-Santos by car as roughly 81 km and about 1h20 in favorable traffic. Treat that as a best-case cue, not a guarantee; rain, holiday traffic, road incidents and port congestion can add time.

Airport Transfer by Rental Car
Renting a car works if your itinerary includes Guarujá, Riviera de São Lourenço, São Sebastião, business sites or several coast towns. For Santos city only, a car is often a burden because parking, beach traffic, port trucks and one-way streets can be annoying. If you rent, choose accommodation with parking and ask about valet or garage height.

Address and Layout Logic
Rodoviária de Santos is at Praça dos Andradas, 45 – Centro, Santos – SP, 11010-100. It is close to the historic center, Valongo side and VLT corridor, but many beach hotels are several kilometers away. Busbud, BlaBlaCar, CET Santos and Santos city references all point to the same central terminal identity.
Use the terminal for:
- São Paulo city and airport-related bus routes.
- Rio de Janeiro and other long-distance routes when available.
- Interior São Paulo routes.
- Transfers to nearby Baixada Santista cities if a direct local/regional option fits.
For a first visit, arrive early. Santos has cruise peaks, holiday beach traffic and rainy-season road delays. A “short” taxi from Gonzaga to the terminal can still slow down if the port or beach avenues are busy.

VLT Baixada Santista and Local Transit
What the VLT Does
The VLT da Baixada Santista is Santos’ rail-style urban system. EMTU says the VLT operation began in April 2015, with an 11.5 km section linking Terminal Barreiros in São Vicente to Estação Porto in Santos and 15 stations in that original description. ARTESP describes the regulated VLT corridor in a broader contract context, including Barreiros-Valongo, 27 stations and 19 km of corridor. For visitors, the takeaway is simple: VLT is useful inside the Santos / São Vicente urban area and for Centro-Valongo-Porto movement, not for airport transfers.

The Santos-Guarujá crossing is part of daily regional movement. It can be the right choice for Guarujá, especially Ponta da Praia-side trips, but the best mode depends on whether you are walking, driving, carrying luggage or heading to a specific beach hotel. Ferries can be efficient, but queues and vehicle loading matter. If you are going to a timed meeting or a cruise, avoid a plan that depends on an uncertain queue unless you have a wide buffer.

The Port of Santos is a freight and cruise environment, not a single easy “downtown stop.” Cruise passengers should use the exact terminal instructions from the cruise line. Port workers, business travelers and maritime visitors need the exact gate, terminal, operator or warehouse name. Taxi/Uber/private transfer is usually the correct mode, especially with bags or documents.
If arriving at Rodoviária de Santos and going to the port, confirm the port entrance before boarding a taxi. “Porto de Santos” alone is too broad.

Best Areas to Stay
Gonzaga

Boqueirão and Embaré
Boqueirão and Embaré are good for beach stays with calmer local movement. They work well if you mostly use taxi/Uber and municipal buses. Check distance to VLT if you plan to use it often.
Ponta da Praia
Ponta da Praia is useful for ferry logic, Guarujá access, aquarium-side sightseeing and some port-related movement. It is less central for Rodoviária de Santos and São Paulo buses, so plan the terminal transfer.

Landing at GRU and Going to a Cruise
