If You Fly To Riga (RIX)
Riga can be the easiest airport for Šiauliai even though it is in Latvia. The reason is simple: the road direction is direct and the airport has bus links to Šiauliai. Kaunas Airport is a strong Lithuanian option. For VNO, plan the chain as airport-to-Vilnius rail/road terminal, then LTG Link train or intercity bus to Šiauliai. If landing late, sleep in Vilnius and travel the next morning.
SQQ Caveat
Do not treat SQQ as the default visitor airport. The Ministry of Transport says Šiauliai airport is military, with civil aircraft permitted and charter/cargo service context. Šiauliai Rail Hub

The rail hub and Tilžės road terminal are close enough to make Šiauliai easy.
